No Objection Certificate – What it is, how to apply and documents required

Most bike owners believe that they can ride their bike anywhere in the country. This could be attributed to the fact that their driving license says that they are permitted to drive all over the country. But just because you can drive in all states and union territories on that document, it does not mean that it applies to your particular vehicle. If one day, you have to move to another state or union territory and you wish to take your bike with you, you need to complete an important procedure. You need to re-register your bike so that you can drive it in the new state you are going to be using it in. You can use your vehicle legally in the other state only after completing the re-registration formality and obtaining a No Objection Certificate or NOC. Let’s understand everything there is to know about NOC for two-wheeler.

What is NOC?

A No Objection Certificate or NOC is a legal document that is issued by the Regional Transport Office (RTO). If you intend to move from one state to another and take your two-wheeler with you, you need to re-register your vehicle to the new state. The NOC document essentially certifies the fact that you do not have any tax dues remaining that you owe to your current state. That said, the only circumstance in which you do not need to obtain an NOC for two wheeler is if you are travelling to another state for a period of up-to three months. NOC should be obtained for stays extending 3 months. Government regulations state that you must apply to change your address and re-register your bike if you need to stay in another state for more than a year. The NOC should be obtained from the local RTO where you originally registered your vehicle.

How to get NOC for two-wheeler – the offline process

Just follow the below mentioned steps to get your NOC certificate

  • To begin the NOC process, you (the vehicle owner) need to visit the local RTO personally.
  • You need to ask for form CMV 28, which you should duly fill. You would be asked to provide basic details such as your name, address, contact number, vehicle registration number, driving license number and so on.
  • The completed form should be submitted along with the documents mentioned in the form. You also have to make a small fee of ₹100 along with the application form.
  • After you submit the application, the RTO gets in touch with the local police to verify whether or not your vehicle has been involved in any traffic law violations or criminal case in the past.
  • In the absence of any outstanding dues or Department Statutory Action (DSA) cases pending against your bike, the RTO obtains a clearance and your NOC is issued.

Documents required for obtaining NOC for two-wheeler

You need to submit the below mentioned documents along with form CMV 28 to obtain the NOC.

  • Your two-wheeler’s registration certificate or RC book
  • Your bike insurance certificate
  • The emission test certificate otherwise known as the PUC (pollution under control) certificate
  • Pencil print of the bike’s chassis number to be submitted along with Form CMV 28
  • Self-attested photo identity proof of the bike owner
  • Self-attested address proof of the bike owner
  • Passport size photograph to be attested on the form

Final words and things to remember

It typically takes the RTO approximately three working days to begin the NOC process whereas the certificate is issued anywhere between seven to twenty days.
